The Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) was signed over six years ago, yet critical benchmarks remain unmet, casting doubt on the path to sustainable peace.

Benchmark Status Timeline
Formation of Revitalised Transitional Government Achieved November 2018

Economic Meltdown

South Sudan's economy is in a critical state, characterized by a collapsing currency, hyperinflation, and systemic governance failures that exacerbate the suffering of its people.

Exchange Rate Collapse

The South Sudanese Pound (SSP) has experienced unprecedented devaluation against the US Dollar.

Official Rate (Approx.): 1 USD = 300 750 SSP

Black Market Rate (Approx.): 1 USD = 400 1500+ SSP

Hyperinflation

Annual inflation rates have soared into the hundreds of percent, making basic goods unaffordable.

Intercommunal clashes and localized armed conflicts persist in several regions.

Political Arrests

Reports of arbitrary detentions and suppression of dissent continue.

Election Readiness Assessment

With elections approaching, critical gaps in infrastructure, legal frameworks, and public trust cast serious doubt on the possibility of conducting free, fair, and inclusive polls.

Public Opinion

Significant portions of the population remain skeptical about the conditions for elections.

  • Low trust in electoral bodies
  • Concerns over security
  • Demand for fundamental reforms first

Infrastructure Gaps

Lack of adequate roads, communication networks, and polling stations hinders logistical planning.

Urgent need for reforms before any electoral process can commence.

NPA Position on Elections

The National Parties Alliance prioritizes credible, free, and fair elections as essential for South Sudan's democratic future. However, we maintain that elections must be preceded by the fulfillment of critical preconditions.

Support Framework

We support the principle of elections as a mechanism for democratic transition.

Elections are only viable if they are:

  • Free and Fair
  • Inclusive and Credible
  • Peaceful and Secure

Rejection Criteria

We will oppose any electoral process that proceeds without addressing fundamental issues.

Key concerns include:

  • Lack of security guarantees
  • Absence of political reforms
  • Insufficient institutional readiness

Six Non-Negotiable Preconditions

1. Security Sector Reform (SSR)

Comprehensive disarmament, demobilization, reintegration, and unification of forces.

2. Constitutional Reforms

Establishment of a permanent constitution and resolution of contentious issues.

3. Independent Electoral Commission

A fully functional, impartial, and well-resourced body to manage the elections.

4. Revitalized National Transitional Institutions

Strengthening of all transitional bodies to ensure effective governance.

5. Enabling Political Environment

Guarantees for freedom of speech, assembly, and political participation.

6. Public Confidence Building

Measures to restore faith in the political process and state institutions.

Our Vision for South Sudan's Future

The NPA envisions a South Sudan built on the foundations of lasting peace, inclusive governance, and sustainable development. Our path forward requires more than procedural elections; it demands genuine transformation.

We advocate for:

  • National Dialogue: A platform for all stakeholders to address grievances and build consensus.
  • Reconciliation: Processes to heal the wounds of conflict and foster social cohesion.
  • Institutional Reform: Strengthening the rule of law, accountability, and public service delivery.
  • Economic Recovery: Diversification of the economy and transparent resource management.
  • Genuine Democratic Transition: Ensuring elections, when held, are a true expression of the people's will.

Join Us in Building a Peaceful South Sudan

The National Parties Alliance calls upon all citizens, political actors, civil society, and the international community to support a credible and inclusive path towards peace and democratic governance. Let us work together for a brighter future.
